MICC is a multi-agency scheme which seeks to take positive action to address the problems of people begging on the streets.
The scheme has three parts
  • Diverted giving – it is recognized and understood that many people who see people begging on the street will feel moved to want to do something. -‘Make it Count’ says to people ‘ it is a good thing that you want to do something but giving directly to the person begging will only worsen the situation - hold on to that thought and take your donation to one of the many collecting boxes in stores and businesses throughout the city or give directly through your local Derbyshire Building Society.’ Of this all money donated will go directly to supporting the agencies that help these people and to creating the sustainability of the project. The funds raised will be administered by the Derbyshire Community Foundation.

  • Positive targeted support and enforcement - targeting the small number of persons who are not accessing support and who are in the greatest need of it, from either an individual’s or communities perspective. This will involve agreed multi-agency planning and action targeted towards peoples specific needs, with police enforcement or intervention being uniquely seen as part of the overall support package.
    The field workers of the many local agencies are able to offer alternatives to rough sleeping and chaotic lifestyles.
    The police will take positive action with persistent begging and will prepare evidence to take out Anti- Social Behaviour Orders against the individuals concerned under the Crime and Disorder Act 1998.

  • Informing and Educating - raising awareness amongst the public about Homelessness and the issues that surround it within our area. ‘Make it Count’ has been promoted as an appropriate means of making a contribution to help local homeless people. It will lift the public’s awareness that begging and homelessness are not directly linked and that supporting begging often feeds drug and alcohol misuse.
